The Government's Strategy
The Government's strategy is to ensure ICT access is available
in disadvantaged communities to all who need it.
This aim is supported by Governments targets:
- by 2005, all those who want it will have the opportunity to
access the Internet;
- by April 2002 each deprived neighbourhood should have at least
one publicly accessible community-based facility to complement
any home access; and
- by 2002, there should be 6,000 UK online centres nationwide.
The strategy is based on widening participation by: ease of access
to ICT equipment and learning; enhancing infrastructure;
providing advice
and guidance on local learning opportunities; working to improve
access and support to specific
groups including black and ethnic minority groups, older people,
lone parents, unemployed, women, disabled and people with low basic
skills; developing learning content;
undertaking research
and development and to improve the quality of provision and to
share knowledge
and ideas to encourage good practice and innovation; improving
ICT skills;
ensuring activities meet the needs of the modernising
government agenda and exploring strategies for funding
support. Much activity is based on effective local/regional partnership
and effective links
to business.

Hawkesley, Pool Farm & Primrose Hill
Hawkesley, Pool Farm and Primrose Hill are three interconnected estates on the margins of
South Birmingham. Crime, poor housing stock and other environmental conditions have resulted
in a high rate of housing turnover and family mobility. This in turn has destabilised the
local community and further depressed local conditions.
